Navigate to: Setup > Users & Policy > Staff & Organisation Setup
On the Staff & Organisation Setup list there are columns for Password Administrators and System Administrators with checkboxes to identify them. You can also click the column headings to sort in ascending/descending order if you have a lengthy staff list.
