The following is a summary of the options available for surgeries to arrange for staff using RBAC smartcard positions. You would need to engage with the smartcard team to amend existing or create new positions based on your needs.
Whether or not staff can cancel electronic prescriptions is a separate right; so you can grant staff this no matter their level of prescribing access.
Nothing
Don't give them any of the RBAC Business Functions listed below.
- ❌ Cannot issue authorised Repeats Templates (if within Review Date/within Max Issues)
- ❌ Cannot Create, Amend or Reauthorise Repeat Templates
- ❌ Cannot Prescribe or Re-prescribe Acutes.
- ❌ Cannot sign prescriptions
- Can be identified in SystmOne (without needing to check Care Identity Service/smartcard portal) as they do not have rights of 'Repeat Prescriber', ‘Repeat Reauthoriser’, ‘Independent Prescriber’ or ‘Digitally Sign Prescriptions’.
Prescribing Support Staff – Basic
Issue in date Repeats Templates only
User requires Smartcard RBAC ‘Repeat Prescriber’ B0401 and must not have ‘Perform Prescription Preparation’ B0278.
- ✅ Can issue authorised Repeats Templates (if within Review Date/within Max Issues)
- ❌ Cannot Create, Amend or Reauthorise Repeat Templates
- ❌ Cannot Prescribe or Re-prescribe Acutes.
- ❌ Cannot sign prescriptions
- Can be identified in SystmOne (without needing to check Care Identity Service/smartcard portal) as they do not have rights of ‘Repeat Reauthoriser’, ‘Independent Prescriber’ or ‘Digitally Sign Prescriptions’.
Prescribing Support Staff – Advanced
Act on behalf of clinicians
User requires Smartcard RBAC ‘Perform Prescription Preparation’ B0278
- ✅ Can issue authorised Repeats Templates (including if outside Review Date or Max Issues depending on wide system configuration)
- ✅ Can Create, Amend or Reauthorise Repeat Templates
- ✅ Can Prescribe or Re-prescribe Acutes (under instruction of a prescriber or following appropraite policies managed by prescribers)
- ❌ Cannot sign prescriptions
- Can be identified in SystmOne (without needing to check Care Identity Service/smartcard portal) as they do not have right ‘Digitally Sign Prescriptions’. i.e. They can prepare everything, but can’t actually sign.
ℹ️ The SystmOne Local Access Right 'Independent Prescriber - can prescribe as a GP, Nurse or Pharmacist prescriber' does not indicate the user is themselves an independent prescriber unless they also have 'Digitally Sign Prescriptions'.

- ✅ Can issue authorised Repeats Templates (including if outside Review Date or Max Issues depending on wide system configuration)
- ✅ Can Create, Amend or Reauthorise Repeat Templates
- ✅ Can Prescribe or Re-prescribe Acutes (under instruction of a prescriber or following appropraite policies managed by prescribers)
- ✅ Can sign prescriptions
- Can be identified in SystmOne (without needing to check Care Identity Service/smartcard portal) as they also have ‘Digitally Sign Prescriptions’ on their ‘Local Access Rights’.
