The following is a description of the options available for surgeries to arrange for staff using RBAC. You would need to engage with the Registration Authority ("smartcard team") to amend existing or create new positions based on your needs.
Whether or not staff can cancel electronic prescriptions is a separate access right; so you can grant staff this no matter staff level of prescribing access.
Summary
- No prescribing rights
- Prescribing Support Staff (Basic) - Issue authorised Repeat Templates (within review date/max issues not met)

ℹ️ The SystmOne Local Access Right 'Independent Prescriber - can prescribe as a GP, Nurse or Pharmacist prescriber' does not indicate the user is themselves an independent prescriber unless they also have 'Digitally Sign Prescriptions'.
Prescribers

Alternatively; there is a 'Supplementary Prescribing' option (B0440); however, this doesn't not change what a user can issue from a technical perspective compared to 'Independent Prescriber' (B0420) - supplementary prescriber limitations must be by policy.
